The H-3 Interstate runs between Pearl Harbor and Kaneohe, cutting through the Koolau Mountains via the Tetsuo Harano Tunnel. You will need a vehicle to access this beautiful and special area. Your guide will offer the drive based on your route and weather conditions for the best experience.

While the H-3 offers some of the most breathtaking views on Oahu, it also has a complex history and a few practical concerns.

The highway was controversial from the start until today. Construction took over three decades to build due to legal, environmental, and cultural opposition. Largely because it cuts through sacred Native Hawaiian lands and sensitive ecosystems, which led to years of protests and delays.

Today, it’s a stunning but sometimes unpredictable drive. The H-3 is known for frequent accidents, sudden weather changes, and occasional closures due to maintenance or military activity (since it connects to key bases).

Fog and heavy rain are also common near the tunnels, so it’s best to drive carefully and check conditions before you go.

Despite all that, it’s still considered one of the most scenic roads in Hawaii. But you must be mindful and respectful if you choose to you pass through.

Mornings often offer clearer skies and better light for photos. After rain, you may see waterfalls pouring down the mountain walls. Your guide will choose the timing that gives you the best views that fit your route request. But weather conditions can drastically effect safety, which will ultimately determine whether itʻs reasonable to drive.
No permits or reservations are required, and there is no toll. It’s a public interstate. However, the route is not always the fastest or safest. So it’s best enjoyed as part of a planned tour where the drive is included in the experience.
There’s no stopping or pulling over on the H-3, as there are no official scenic pullouts. Enjoy the views from the vehicle, and let your guide take care of the driving so you can relax and soak it all in. If you choose to make the trip alone, just be sure to drive cautiously and safely.
